Implements PR C from #10.

Changes

  • Localize title/meta/OG copy and skip-link text
  • Add i18n support for metadata content attributes
  • Localize dynamic QR image alt text
  • Add new translation keys across fr/en/es
  • Split cache policy: immutable for css/js, short max-age for json translations
